Resolutions, Ordinances, Proclamations Webinar

This webinar will compare and contrast the use of ordinances, resolutions, and proclamations which cities use to set policy or take action on various matters. Certain technical requirements relating to ordinances, resolutions, and proclamations will be highlighted. The trainer will also address practical considerations in their use and provide guidance for drafting these important municipal documents. The webinar will also provide information on best practices for researching municipal codes, state statutes and other legislative materials.

About the Speaker

Kirk Franklin served as president of Franklin Legal Publishing based in Lubbock for over 21 years and in that time provided ordinance codification services to over 350 Texas cities of all sizes.  Now, Franklin Legal is a part of General Code, and Kirk serves as the Solutions Account Executive for the Southwest region.  Kirk is a member of the State Bar of Texas, the Texas City Managers Association, the Texas City Attorneys Association, Texas Municipal Clerks Association, and an honorary member of the TMCA South Plains Chapter. Kirk received a Bachelor of Arts degree and a Master of Public Administration degree (M.P.A.) from Texas Tech, and a law degree (J.D.) from Texas Tech University School of Law. Kirk is a frequent speaker at educational conferences on ordinances, ordinance codification and other local government topics.
