The development, presentation, and contents of the candidate’s packet is the first impression many citizens and elected officials will have of the election process and the city secretary’s office. Distribution of current forms, filing deadlines, and guidance on campaigning is essential information for candidates and provides a more efficient election process for you and the candidate. This webinar will provide helpful resources for preparing effective candidate packets, review procedures for accepting candidate filings, and offer best practices on transitioning the candidate to a council member.


About the Speaker

Aimee Nemer, TRMC, MMC, City Secretary, Richardson, has 23 years of municipal experience in the city secretary’s office working for the cities of Wylie, Murphy, and her current position in Richardson which she has held for eight years.

Aimee is an active member of the Texas Municipal Clerks Association (TMCA) and served as President in 2021. She also served as trustee from 2014-2017. She earned her Texas Registered Municipal Clerks (TRMC) certification (No. 475) in 2005 and is currently working on her fourth recertification. She is also an active member of the TMCA Lone Star Chapter, where she has served as Secretary and President; and the North Texas Municipal Clerks Association serving on various committees.

On the national level, Aimee is an active member of the International Institute of Municipal Clerks (IIMC) and achieved her Master Municipal Clerk (MMC) designation in 2010 (one of only 34 in Texas, 1349 in the U.S., and 1381 world-wide). She has served on the IIMC Public Relations and Marketing Committee including vice-chair and chair, the Records Management Committee, and the Conference Committee.  

Aimee has served as an instructor at the annual Texas Municipal Clerks Certification Program (TMCCP) Election Law Seminar for eight years. She also served as an instructor at the 2017 Secretary of State Election Law Seminar. Additionally, Aimee co-authored the Texas Municipal Clerks Handbook, 9th,10th, and 11th Editions, assisted with the creation of the 2012 TMCA Step by Step Election Handbook, served as panelist at the University of North Texas Public Administration program, and has served as a convener for TMCCP and IIMC seminars. She is a graduate of Leadership Richardson, Class 30.

Awards
Aimee was awarded Lone Star Chapter Clerk of the Year and was a TMCA Municipal Clerk of the Year nominee in 2012. She was recognized for her work with the City of Wylie “Reach for a Star” program in the Dallas Morning News Community Profile in April 2004, and as KRLD-AM 1080 Citizen of the Week in December 2002.

Personal
Aimee was born in Ft. Knox, Kentucky, but claims Native Texan status because she moved to Texas on her fifth birthday and her dad is a native. Although Aimee loves and claims Richardson, she lives in Nevada, Texas, with her husband of twenty-two years and her youngest children, twin 19-year-old boys who are college sophomores this year. She has three older married children and six grandkids ranging from nine months to eleven years. She’s also mom to a 13-year-old schnoodle named Ocho.
