About the Speakers:
Michelle Hicks has been in municipal government since 2003. Michelle has served as the City Secretary of the City of Waco since 2022. Her previous municipal experience includes service as the Assistant City Manager/City Secretary of Lacy Lakeview.
Michelle serves as the Secretary for the TMCA Executive Board and has served as a trustee on the TMCA Executive Board since 2021. Additionally, Michelle has been a member of the Association since 2008 and has served on several committees. Michelle is a member of the Central Texas Municipal Clerks Association and serves as the Vice President. She has also served in several roles and numerous chapter committees.
Michelle earned her TRMC certification in 2015 and has recertified once. She completed the CPM (Certified Public Manager) program through Texas State University's William P. Hobby Center for Public Service in 2017. Michelle earned her CMC designation through International Institute of Municipal Clerks (IIMC). In addition, Michelle also has her BS-BA Bachelor of Science in Business Administration through Tarleton State University.
Alicia Richardson has served as the City Secretary/Chief Governance officer of the City of North Richland Hills since 2014. Her previous municipal experience includes service as the city secretary of Southlake, city secretary of Highland Village, assistant city secretary of North Richland Hills, and records clerk with North Richland Hills. Alicia serves as president-elect on the TMCA Executive Board, and has served on the board since 2019. Additionally, Alicia has been a member of the Association since 1999 and has served on several committees. Alicia is active in the TMCA North Texas Chapter, where she has served as president, vice president, secretary, and historian, as well as numerous chapter committees.
She earned her TRMC certification in 2002 and has recertified four times. Alicia has earned the CMC designation through IIMC. She is a member of ARMA International and a member of ARMA Fort Worth.
