About the Speakers

Gladis Sanchez, TRMC, is the Open Government Analyst for the City of La Porte, where she began her municipal career in 2016. Sanchez facilitates the City’s Records Management Program and the processing of over 500 public information requests annually, as well as conducting citywide training on records management and the Texas Public Information Act. She earned her Texas Registered Municipal Clerk (TRMC) certification with the Texas Municipal Clerks Association (TMCA) in 2021 and is completing her International Institute of Municipal Clerks’ (IIMC) Certified Municipal Clerk (CMC) designation. Sanchez is a member of the TMCA Houston-area Salt Grass Chapter, and of the Gulf Coast Texas Chapter of Texas Women Leading Government (TWLG). Sanchez holds a Bachelor of Science Degree in Psychology from the University of Houston – Clear Lake.

Lee Woodward, TRMC, is the city secretary and public information officer for the City of La Porte, where she has the honor of working with one of the best municipal clerk office teams in the state. Woodward is the 2021 Secretary and Legislative Committee Chair for TMCA and is an instructor for the annual Election Law Seminar, as well as for the annual Houston-Galveston Area Council (H-GAC) seminar on election law. She is a co-author of the tenth and eleventh editions of TMCA’s Texas Municipal Clerks Handbook. Woodward holds credentials as a Texas Registered Municipal Clerk, Texas Certified Public Manager, IIMC Master Municipal Clerk, and as a Professional Registered Parliamentarian. She is a member of the Texas Association of Municipal Information Officers (TAMIO), Texas City Management Association (TCMA), Texas Women Leading Government (TWLG), serves as an instructor of parliamentary procedure for the Texas Municipal League's Newly Elected Officials Conference; is an IIMC Athenian Dialogue Society Fellow and Facilitator, and is a member of the National Association for Media Literacy Education.
